报告题目：Automatic air quality monitoring and “unintended” water pollution: Evidence from China

报告摘要：

We document an unintended consequence of China’s nationwide automatic air quality monitoring and real-time information disclosure program. Exploiting the staggered rollout across three waves within 24 months, we find that water quality deteriorated after cities were mandated to disclose real-time air pollution information. Adoption increases chemical oxygen demand (COD), our primary water-quality measure, by 0.767 mg/L – about 17% of the national mean during the sample period. Effects are larger in cities led by younger leaders, in cities with prior air data manipulation, and in cities with moderate baseline PM2.5; stations near provincial borders record smaller increases. Stronger air pollution enforcement induced cross-media substitution: firms adopted end-of-pipe controls that generate wastewater, and firm-level water use rose significantly after adoption. Back-of-the-envelope calculations imply 1.064 million tons of additional annual COD emissions, requiring 161.4–243.5 billion RMB (24.9–37.5 billion USD) in cleanup costs. Overall, our study highlights that single-target accountability can generate unintended cross-media externalities.

 黄伟，上海立信会计金融学院教授，上海科技产业研究中心主任，教育质量监控与评估办公室副主任（主持工作），九三学社立信支社主委，复旦大学经济学博士，香港城市大学高级访问学者，入选上海市“晨光学者”“东方英才(青年)”等省部级人才计划。
